Mr. Seog Keun Youn served for more than 30 years as a public official of the National Election Commission (NEC). Since entering public service in 1990, he held a series of senior posts at NEC, including Director of the Legal Interpretation Division, Director of the Investigation Division, Director General of the Legal Affairs Department, and Director General of the Investigation Department.

In 2013, he was appointed to senior leadership positions, including Chief Election Policy Officer and Standing Commissioner of the National Election Survey Deliberation Commission, the Daejeon Metropolitan City Election Commission, and the Internet Election News Deliberation Commission.

Since participating as a working-level member in the process of enacting Korea’s Act on the Election of Public Officials in 1991, Mr. Youn has been at the forefront of establishing and institutionalizing advanced electoral systems in Korea. He is widely recognized for his expertise in the interpretation and application of election laws, investigations into election-law violations, and the broader reform of Korea’s electoral system.

He now serves as an advisor at Jipyong LLC, focusing on Public Official Election Act advisory work and election-related risk management. Election campaigns may be brief, but legal scrutiny of candidates begins almost immediately after the polls close.

Drawing on Jipyong’s election-law expertise, Mr. YOUN helps clients systematically manage election disputes and related legal risks throughout the full lifecycle of a matter, from NEC inquiries and law enforcement investigations through criminal trial proceedings.
