Gwon Sik SHIN

Mr. Gwon Sik Shin as Advisor (Labor Attorney) joined the Ministry of Employment and Labor in 1991 and served until 2021, where he handled key tasks in policy formulation and implementation at the Ministry’s headquarters, regional employment and labor offices, the Central Labor Relations Commission, and the Seoul Regional Labor Relations Commission. He is also recognized for his extensive on-site experience, having worked at the Economic, Social, and Labor Council (formerly the Tripartite Commission), a presidential body that leads social dialogue.

In addition to policy-making duties at the Ministry's headquarters, Mr. Shin held various managerial positions at regional employment and labor offices, such as Head of the Regional Labor Supervision Department, Head of the Labor Improvement Guidance Department, and Head of Employment Management at the Ministry's headquarters. He is praised for his balanced perspective, and during his tenure at the regional employment and labor offices, he was selected as the Best Leader (in 2011) by the Public Officials’ Workplace Council under the Ministry of Employment and Labor.

Furthermore, from 2021 to August 2024, he worked at Dentons Lee, where he provided advisory services based on his vast on-site experience at the Ministry of Employment and Labor and the Labor Relations Commission. His services focused on both individual and collective labor relations, helping to establish rational labor-management relations through effective communication with field operations.

With his extensive experience in the Ministry of Employment and Labor and at a law firm, Mr. Shin will provide more sophisticated services to clients at Jipyong.

Notable Achievements Close

  • Implemented shortened working hours (52-hour working per week) system at the Seoul Employment and Labor Office and established criteria for intermittent workers such as executive chauffeurs of large companies (Seoul region)
  • Held numerous events attended by the President at the Labor-Management Mediation Committee, numerous meetings of the Plenary Committee (ministerial level) and the Commerce Committee (vice-ministerial level), and numerous meetings of the Committee for Inspection and Evaluation of the Implementation of the Tripartite Agreement to Improve Long Working Hours and Advance Work Culture 
  • Set the workers’ compensation insurance rate and prepared a framework for estimating the finances of the Workers' Compensation Insurance Fund while he was working at the Ministry of Employment and Labor (Workers‘ Compensation Policy Department)
  • Recorded the government's first application for indemnification of affirmative administrative measures as a result of the Board of Audit and Inspection of Korea’s auditing the purchase of an employment center building while he was working at the Ministry of Employment and Labor (Employment Service Planning Department)
  • Handled a number of important cases at the Seoul Regional Labor Relations Commission, including the Korea Power Generation Industry Trade Union General Strike Unfair Labor Practices and Unfair Dismissal cases
